RESUMO:

In an effort to understand the dynamics of deployment of private universities in the region of Baixada Fluminense, in a short period of time. A region that was not served by any institution of higher education, in the years between 1971 and 1973 three institutions settled in the municipalities of Nova Iguaçu and Duque de Caxias. As a result of the University Reform of 1968, the proliferation of private HEIs spread throughout the country, due to laws and decrees that favored the creation of isolated educational establishments. Despite claims by a democratic university and UNE-led movements, reform has healed market demands and calmed middle-class moods, leaving aside important guidelines for an expansion of de facto public education. Public policies focused on education marked this period by the singularities of the expansion of higher education in the midst of a Military Regime, characterizing the elaboration of an agenda focused on the demands of the market and development. The interlacing between general and regional history, as well as national and local policies help us in the construction of the object studied.
