This thesis deals with the role of communists in the Bahian trade union movement between 1945 and 1952, the from the relationship between changes in the political line and union guidelines established by the PCB and the practice of its militants.With the amnesty of 1945, the PCB experienced its longer period of legality, witch made possible a greater insertion with the workers. Upon achieving legality, the PCB leaders were concerned with altering the
image left in 1935, when the party “took up arms”. The intention was to become seen as "the party of order and tranquility", through the political line of National Union witch, in the trade union milieu, meant “tightening their belts”, avoiding strikes that should only take place when all other resources are exhausted. After the December 1945 elections, they reassessed that “order” could not be treated as a synonym for passivity and strikes started to be treated as a right of workers and, many times necessary by the cost of life, but with parsimony, so that there would be no political exploitation. With twists of the conjuncture the PCB was made illegal in 1947, and it started a process of self-criticism and it considered that his performance was framed as a conciliation of classes, which, along with intense repression and intervention in the unions, pushed the communists into the sense of building parallel entities. The party set aside the National Union line and gradually assumed a position more to the left, with its apex in the Manifest of August 1950, when he defended the formation of a Democratic Liberation Front National with calls for revolution as the only alternative. In the unions, the attempt was to structure a unionism free from the control of the Ministry of Labor, and at the same time did not shy away from acting, when possible, in the official unions, demanding that assume the defense of the categories. The “leftist line” lasted until the completion of the IV PCB congress in 1954, but in the union environment this position would have lasted until 1952, when there was self-criticism and new orientation. The objective of this research is to address how the militants who worked at the base stood in front of changes in the lines policies adopted by the party and the demands of workers in the struggle for wages, rights and better working conditions. It is an attempt to make the history of the PCB beyond of its formulations, emphasizing that the base militants managed to maintain a bond close to the masses, leading numerous movements and strikes. We use, in addition to academic production, the memories of former militants, documents and newspapers from the press party, and some police reports to seek information on the militants' actions. The main source analyzed was the newspaper O Momento, published by PCB of Bahia between 1945 and 1957, a communication vehicle that from 1946 was printed daily and described workers' movements from the perspective of the communists. The results demonstrate, among other things, that the actions of communists in the trade union environment cannot always be explained only by their political orientation. At times, factors external to the party, such as the degree of repression, the degree of organization of the category and other elements of the conjuncture, were fundamental to determine their choices
