This research aims to analyze the issues dealt with by the City Council of Itaguaí, through the councilor of Antônio Rodrigues de Azevedo, the future Baron of Ivaí. In this sense, with the cut from 1846 to 1850, we observe the concerns of the councilors of Itaguaí, while Rodrigues de Azevedo was in office. Allowing to visualize characteristics of the municipality and the political-administrative organization of post-independence Brazil
