EDUCATION AS AN INSTRUMENT OF TRANSFORMATION: THE BASIC EDUCATION MOVEMENT AND CLASS STRUGGLE IN ALAGOAS (1962-1991)

The Basic Education Movement (MEB) was created in March 1961 on the initiative
of the Catholic Church in collaboration with the federal government. The MEB's main goal
was to develop a programme of basic education in the underdeveloped regions of the North,
Northeast and Midwest of Brazil, through radio schools. The Basic Education Movement was
established in the Archdiocese of Maceió in 1962, along with the construction and
implementation of Rádio Educadora Palmares de Alagoas. In a certain point, its development
is linked to the Basic Education Programme for the northern part of Alagoas, and so its
infrastructure. Thus, this paper aims to understand the development of the MEB and the
appropriation of spaces through the social transformations the movement has engendered in
Alagoas, producing spaces of dissension and transforming collective needs into banners of
struggle, from its foundation in 1962 until 1991. In the capitalist system, social groups are
distributed unequally in space, which generates situations of socio-spatial exclusion. In other
words, an effective access to goods and services - such as housing, basic sanitation, health,
education, transport and leisure - depends on the place of individuals both in the socio-
economic structure and in geographical space. Between the 1960s and the 1990s, with both
advances and setbacks, the Basic Education Movement developed a series of social actions
aimed at transforming reality and making the urban and rural contexts of Alagoas society fairer.
In the light of approaches such as that one of historian Edward P. Thompson (2012; 2021), we
seek to understand the individual and collective experiences of the people who formed the
MEB in Alagoas, revealing their socio-religious values and their project for society, which
guided and moulded their social practices and experiences. Based on the bibliographical review
and the analysis of sources, it is claimed that the Basic Education Movement went through five
phases in Alagoas: (1) The implementation period, during the years 1962 and 1963; (2) It then
went through a process of transformation in its methodological orientation and practice of
action, in the period 1963 to 1965; (3) The third phase was marked by the repression triggered
by the civil-military dictatorship and the closure of several radio schools, which led to a
disarticulation and disbanding of the movement in the state; (4) Subsequently, the movement
was rearticulated as a project provided for in the second Pastoral Plan of the Archdiocese of
Maceió, in the 1977-1978 biennium; and (5) from the 1990s onwards, the MEB presented new
changes to its organisational structure, following the national trend.
