SUMMARY:

This dissertation investigates, through a complaint filed with the Provincial Assembly of Rio de Janeiro, the mechanisms of appropriation and manipulation of the Emancipation Fund by the political and economic elite of Iguaçu village in the final years of the Empire. Created by the Law of 1871, the fund materialized as a means of ensuring the gradual liberation of enslaved people. All stages of its implementation, however, made it possible to create loopholes so that the different players in this process could adopt intervention strategies in order to meet their demands. In this sense, the establishment of networks of alliances in favor of their interests was very common, allowing fraud and misconduct to be frequent. In view of this, in 1883, deputy Francisco de Paula Bulhões Sayão accused the most influential individuals in Iguaçu village of committing abuses in the process of evaluating and freeing enslaved people. Based on the complaint, periodical articles and letters of freedom, our study sought to deepen the understanding of the ways in which the Emancipation Fund was implemented in the municipality of Iguaçu and how the men involved in its implementation acted in favor of maintaining their political and economic power.
