This paper seeks to analyze the trajectories of Carmelita Brasil Monteiro and Stella de Queiroz Pinheiro, both elected councilors for the municipalities of Nova Iguaçu and Nilópolis in the immediate postwar period. To this end, we understand that the former councilors forged networks of relationships based on their involvement in areas of activity valued by sectors linked to citrus farming and that, during the first decades of the 20th century, they were concerned with strengthening the discourse of citrus capital as the producer of a modern and well-equipped Nova Iguaçu. The new urban and social apparatuses also served to expand the scope of action for women, who, at that point, transcended the limits of private life. Our time frame is based on the period between 1945 and 1950, during which Carmelita Brasil and Stella de Queiroz joined the ranks of the Social Democratic Party, a pro-government party. The chosen context, however, did not prevent us from moving back and forth in time to better understand the context and trajectories of our characters. This dissertation is structured in three chapters. In the first, we address the political and economic landscape of Nova Iguaçu during the first half of the 20th century, marked by the concern of sectors linked to citrus farming to strengthen the discourse of a modern and civilized Nova Iguaçu as a result of citrus capital, which returned to the district headquarters through investments in education, leisure, and urban reforms. Iguaçu women advanced in new social spaces—such as the press and association clubs—and, through them, discussed feminism and female participation in public life. In the second chapter, we address the trajectories of former councilwomen based on their work in sectors valued by citrus discourse, such as social life and teaching. In the final chapter, we reflect on women's participation in institutional politics after winning the vote and the repercussions of the discussion on women's aptitude for politics, especially in Iguaçu. Next, we discuss the impact of the citrus crisis, the expansion of urban sprawl, and the first wave of emancipation in Nova Iguaçu on the 1947 municipal elections and the role of Carmelita and Stella as key figures in maintaining the PSD's political power in the region. Finally, we analyze the former councilwomen's performance in the Nova Iguaçu and Nilópolis City Councils during the 1947 and 1950 legislative terms.
