RESUMO:

Throughout time, the World Bank became one of the most important development agencies around the globe; built a network of power that granted it, especially, the role of shared management of society through a significant number of public politics and also a role public indebtedness’ manager, political and intelectual leadership and business catalyst when it comes to capitalist development, besides the projects financing, the development and loan banks. The multilateral financial organizations are a result of the North American hegemony and, since its formation, although appearing as a way of international cooperation, they are informal structures of influence, overwhelmingly, of the North American might. To analyze and understand the political discourse of the institution, taken as a source the three World’s Development Report (the annual most important document of the Bank), three Assistance Strategies for Brazil and other themed reports. Mainly the institution’s discourse was based on political prescriptions that aimed to equalize the normative primacy of the fiscal adjustment with the reduce of the extreme poverty, that for, showing, either in public or not, that, among the governamental spending, the debt’s service was untouchable, beyond the given resonance to the Washington’s Consensus guidelines. During that time, the instituiton theorized about poverty, which demonstrated the need of the political beings of the capitalism’s periphery to adopt compensatories politics; made explicit that the substituion of importation politic would not be supported anymore and that transforming agrarian societies into industrial ones was a past perspective, therefore the State could no longer adopt the models of the Keynes’s, developmentalist’s and/or Wellfare State, and its political and intelectual leadership steped on the spotlight with the “Effective State” (far away from the “minimalist” model) defending that the State and the marketplace were supposed to be part of each other. Thus, the marketplace was the begging, the middle and the end. The Assistant Strategies highlighted the macroeconomic stabilization and the downsizing of the State, besides advocating the sustainability of the indebtedness, for that reason, the relevance of the reforms (social security, administrative, of the State and taxes) needed to make the fiscal adjustment effective and, at the same time, to create and environment for the capitalism’s business. Furthermore, the World Bank brought to the center of the political agenda its own technical assistance and the “non- financial services”, even if it meant to by pass the federal government to negotiate directly with the subnational beings. For these reasons, due to the breadth of the general and sectoral discourse for the country and the wide range of projects, the shared management of the society through the design of numerous public policies has gained prominence. This relation raises the edification of a post-Westfalian model. This research shows how it is necessary to rescue not only the institution's discourse in the World Development Reports and Country Assistance Strategies, but also the narrative produced in its opinions, notes, memos and other forms of political advice.
