CAPITALIST STATE, DEVELOPMENT AND RURAL EDUCATION: THE "BOI LAW" AND THE ACTION OF BRAZILIAN bourgeoisie(1968-1985)
“Lei do boi”, State, rural education
This research seeks to analyze, from the performance of the various fractions of the national bourgeoisie,
Federal Law No. 5,465, known as the "lei do boi", in force between 1968 and 1985. The proposal has as
reference the reflections on the capitalist state and how the social classes, in constant conflict by the exercise
of hegemony, used, in the exposed cut, rural education as a mechanism of domination and maintenance of
the status quo.Starting from concrete cases about the materialization of an educational project that does not
alter structural aspects of the national agrarian question, especially the redistribution of land, the "lei do boi"
is the result of an intense debate, as well as of alliances, around the process modernization of agriculture.
Analyzing the capitalist mode of production from its systemic totality, one observes the alliance between
different sectors of the ruling class in the defense of projects related to the rural space, culminating in the
proposal and promulgation of the law object of this research. Finally, we will present two concrete cases of
institutions that are the target of the "lei do boi", the Federal Rural University of Rio de Janeiro (UFRRJ)
and the Federal University of Viçosa (UFV), in order to present the socioeconomic profile of the students
entering the courses of Agronomy and Veterinary Medicine via "lei do boi", searching for their similarities
and contradictions
