RESUMO:

In this dissertation we researched the relations between the economist and former minister Antônio Delfim Netto, the business community and the state. Our chronological break is between 1948 and 1973, a period that includes the beginning of academic and teaching and economist work at USP - which coincides with the moment of consolidation of the Economy as a discipline - its relations with the business class organizations. São Paulo, among which the Instituto de Pesquisas e Estudos Sociais (Ipes), one of the organizations involved in the political articulation that led to the 1964 civil-military coup. Finance Department of São Paulo and, lastly, the Ministry of Finance, during the Costa e Silva (1967-1969) and Médici (1970-1974) governments. Our theoretical perspective is Gramscian. We understand Antônio Delfim Netto's political and social performance as that of an organic intellectual, representing and organizing the interests of the São Paulo bourgeoisie, the core of their political-social relations. In this sense, we seek to identify the business groups closest to the economist, as well as government policies formulated to benefit these groups. With this analysis, we seek to demonstrate the business and civil face of the dictatorial regime begun in 1964.
