SUMMARY:

This paper will investigate the construction of the cannabis criminalization and prohibition campaign in the United States in the years 1900-1937. For this task, we carried out an analysis focused on the social history of the prohibitionist phenomenon. The study is based on journalistic, filmographic and legislative sources selected based on their relevance in the context of the elaboration of American prohibitionism. Of the articles selected in journals, we highlight the article by Harry J. Anslinger, Marihuana: assassin of youth, published in the American Magazine in 1937; the article Tea for a Viper, by Meyer Berger that reports the context of New York’s marijuana purchase and consumption in the 1930s. In addition, we highlight three articles that discuss marijuana as a terrible social problem: War on marihuana urged on parents (The New York Times), Campaign battles marihuana weed (New York Times), Loco Weed Hoodoos Horses (The Washington Post). To analyze the representation of cannabis in the entertainment industry, we selected one of the most emblematic anti-marijuana films produced in the United States, Reefer Madness (1936). To gauge the practical effects of the marijuana criminalization campaign, we analyzed the conference transcript at the congress to establish the first federal legislation to control cannabis trade, production and distribution, as well as the 1937 marijuana tax law, the Marihuana Tax Act. Another source to be analyzed will be the study funded by the Mayor of New York, Fiorello LaGuardia, on the problem of marijuana in the city (The Marihuana Problem in the City of New York. Mayor's Committee on Marihuana), published in 1944, with the purpose of clarifying rumors about the alleged marijuana problem that New York City had been facing. The research, therefore, has as a central problem understanding the construction of the campaign to ban marijuana and the process of criminalization of the plant and its consumers. We understand that the importance of these questioning is supported by the contestation of prohibitionism as one of the most inefficient policies to control substance use present today. Understanding the construction of the campaign that criminalized marijuana in the United States, from the selected outline (1900-1937), can help us understand the phenomena resulting from this policy of interdiction that generates social inequalities.
