SUMMARY:

Due to the neoliberal hegemony, public management has undergone profound managerial reforms, especially the proliferation of accountability strategies that require the implementation of large-scale evaluation policies of the performance of public institutions in the provision of social services in order to ensure lean and flexible public management from a market perspective. In the perspective of accountability, the Instituto Nacional Estudos e Pesquisas Educacionais Anísio Teixeira (INEP) has implemented a set of external evaluations that constitute the Sistema de Avaliação da Educação Básica (SAEB). These evaluations directly impact the work developed by teachers in the classroom, heteronomously reorienting the goals and purposes of schoolwork. Faced with this reality, we hypothesize that the large-scale educational assessment developed by SAEB implies a considerable loss of autonomy for teachers in the planning, execution, and evaluation of their pedagogical work. This hypothesis led us to systematize an investigative proposal whose object of analysis is the experience of SAEB in the Rede Municipal de Ensino de Duque de Caxias/RJ (RMEDC). Our objective is to verify if in fact there is a loss of autonomy of the teachers at this school network in the organization and execution of their pedagogical work. This is basic research with a qualitative approach and a descriptive analysis which, due to the data collection instruments used, can be classified as a comparative study of two distinct cases of two school units of the RMEDC, a city in the region of Baixada Fluminense, state of Rio de Janeiro, Brazil. It is hoped that the analysis of these two school experiences will allow us to understand the effects of the large-scale educational assessment promoted by SAEB on the pedagogical work of teachers, as well as to evaluate if such effects imply limits or possibilities for the development of autonomous pedagogical actions, democratic management, and emancipatory human formation.
