Education in our country is always discussed in all spheres of government and also in civil society, therefore, Youth and Adult Education is no different, as the public present in this type of education is considered excluded from the educational system due to lack of  opportunities to continue or complete their studies. Therefore, it is of great importance to emphasize the relationship between two teaching modalities: Youth and Adult Education and Special Education, modalities historically perpetuated by the exclusion of its public and currently politically attacked by the spheres of government, which makes it necessary to implement public policies of guaranteeing rights to students of these modalities. This research aims to understand the process of inclusion of Special Education students in Youth and Adult Education in the city of Mesquita and the public policies that guarantee this process. As methodological procedures, bibliographical research and documental analysis referring to Youth and Adult Education and Special Education will be adopted, as well as, in a second moment, field observation, characterization questionnaire and semi-structured interview with the professionals involved in the project will be carried out. study. In the analysis of official documents in the three spheres of government (federal, state and municipal) it was observed the need for the elaboration of more active public policies with the target public of the research and the participation of society in this construction process. Therefore, this work constitutes a possible place to discuss this process of inclusion in Education of students who are the target audience of Special Education in the modality of Youth and Adult Education (EJA).
