SUMMARY:

In this Master's Qualification Paper presented to the Graduate Program in Education, Contemporary Contexts and Popular Demands, at the Federal Rural University of Rio de Janeiro I present the relationship between education, social Black Movements and Affirmative Actions through the applicability of Law 12.711/2012 as an amendment to Law 13.409/2012. In this space, I identify, analyze and characterize the relations between education, social black movements and public policies of affirmative actions discuss the need, feasibility and possibility of continuous monitoring of these public policies in light of the results achieved by their effectiveness. This research is anchored to the data collected based on different procedures such as theoretical, conceptual review on ethnic-racial relations, document analysis, through the investigation of the interfaces established between the three campuses of UFRRJ-Três Ridos; Nova Iguaçu and Seropédica stand out as the object of study, the composition of the participants chosen for heteroidentification committees, managers and students who entered self-declared births or blacks. As methodology, I carry out a bibliographic and documentary review, with a cut of structured interviews with the managers of the academic area of each hei pole, with the coordinators and members of the heteroidentification committees and the self-declared freshmen to access the Federal Rural University of Rio de Janeiro, as a chosen way to develop this research the qualitative method,  distortions resulting from the subjectivity that ends a research and that can influence and this researcher. As theoretical foundation smain authors Munanga (2004), Nilma Lino Gomes (2005; 2012), Quijano (1999), Petrônio Domingues (2007), Lélia Gonzalez (1982) Hasenbalg (1982), Hall (2003), Siss (2003, 2005, 2012), Fernandes (2016). I emphasize the importance of this research as a strengthening of the anti-racist struggle and as a reaffirmation and defense of racial quotas, identifying them as one of the paths to the conquests of spaces of the black population through a segregationist society.
