This work aims to investigate the challenges and impacts of municipalization on three affiliated daycares in the city of Nova Iguaçu – RJ for the administrators. Its initial motivation stemmed from the research conducted during the specialization course to obtain the title of Early Childhood Education Specialist. At the time of specialization, I was starting the role of Early Childhood Education Manager for the Municipal Network of Nova Iguaçu. Among my responsibilities were creating and monitoring pedagogical actions within the network. Thus, questioning my technical capacity and lack of updates regarding public policies focused on Early Childhood Education, I enrolled in the specialization program. The final project of the course had the same subject that now unfolds in the master's degree: The municipalization process of three privately initiated daycares. In the specialization, the objective was to document the municipalization process, considering the main challenges arising from this adaptation to new routines and administration. This motive is reflected in the focus of the master's degree work. It is a project built in a field that denotes familiarity, thus carrying the inherent challenges related to the dichotomy between the Municipal Network Manager, a role I hold in the municipality, and the role of a researcher and master's degree student. The study is characterized as qualitative research with methodological strategies including data collection from the Census and the Municipal Education Department. Additionally, semistructured interviews were conducted with two daycare directors who underwent municipalization. The theoretical framework draws from Hannah Arendt's studies to discuss the concepts of public and private, Mattos to discuss the concept of babies, and Lotta to identify the administrators as mid-level bureaucrats. The text is divided into three chapters: 1) Brief overview of Early Childhood Education in the national political agenda, considering the ongoing federal government policies and their implications at the municipal level; 2) The municipalized daycares; 3) The challenges for the two directors regarding the municipalization of the institutions. Finally, concluding remarks are presented. The data indicates that the municipalization process, which has unfolded over the past four years, is not yet complete due to the lack of administrative regularization of these institutions and the adaptation of spaces to the daycare age group. The administrators' statements demonstrate a profound commitment to the spaces they manage and contain elements that prompt reflection on the need to assert the concepts of babies, infancy, child, and Early Childhood Education within these institutions in line with the perspectives outlined in the Ministry of Education's guiding documents.
