This research aims to contribute to the advancement of knowledge about the implementation of the public affirmative action policy recommended by Law no. 12,711/2012, known as the “Quota Law”, based on the activities of the Center for Afro-Brazilian and Indigenous Studies, Research and Extension (NEABI), within the scope of the Federal Institute of the North of Minas Gerais (IFNMG). To this end, it wants to respond to the following problem: NEABI of the IFNMG promotes, through its actions, ethnically and racially oriented affirmative actions, effectively contributing to the implementation of the public policy recommended by law no. 12,711/2012, with regard to black and brown people (blacks), in this institution? Aiming to understand trajectories, challenges, advances and shifts in the processes that involve the applicability of this affirmative action in the educational context, qualitative research was chosen (ALVES-MAZZOTTI & GEWANDSZNAJDE, 2002; BICUDO, 2011; BOGDAN & BIKLEN, 1994; FINI (1994) ; GIL, 2019; LÜDKE & ANDRÉ, 1986). The researcher's close relationship with the empirical context as a teacher and participant at NEABI/IFNMG indicated action research, as it involves investigating a collective in the experienced space (Thiollent, 1986; Tripp, 2005). The subjects of this research are institutional managers working in the Rectory, responsible for the NEABI implementation process and the implementation of Law nº. 12.711/12, and the NEABI representatives from the eleven IFNMG Campuses, which make up NEABI Central. The theoretical references that provisionally provide theoretical support to this research under construction are made up of researchers in the fields of ethnic-racial relations in education and analyzes of the implementation of affirmative action policies in Brazilian education. In this sense, we will also seek the basis of an Afro-referenced theoretical contribution, since the debates presented are crossed by essential analytical categories in discussions that refer to racial relations in Brazilian society, such as: race, racism, culture, social class, social inequalities , deletion. As data collection techniques, we will use bibliographic analysis, which supports the theoretical discussion of the investigation and also supports data analysis, and documentary analysis, consisting of the analysis of official documents and all current legislation on racial issues, especially affirmative action policies, both at institutional and national levels. In addition to the bibliographic and documentary data, we opted for the questionnaire – aimed at NEABI members from the 11 IFNMG Campuses; and through semi-structured interviews – aimed at representatives of NEABI Central of the IFNMG and institutional managers working in the rectory. As a content analysis technique, we relied on Laurence Bardin (2016) for categorization, description, inference and interpretation of data. Furthermore, we turn to Cultural Studies from the perspective of Stuart Hall (1997, 2003, 2006, 2014), so that the sociocultural phenomena that border the implementation of a public policy of racially oriented affirmative action will be analyzed, in compliance with the identities of black intellectuals who work in the diaspora to understand how the “Law of Quotas” is applied in the context of Law nº. 12,711/2012. Considering the analysis of variables, Bourdieu's studies (1989, 2001, 2007) will also be used as a theoretical basis to discuss culture and the understanding of how habitus and the field mark black bodies and reflect in different spaces, especially the school.
