Observations, analyses and considerations surrounding the education of ethnic-racial relations and anti-racist education from the perspective of federal legislation, especially within the scope of academic productions, point to an issue that we can consider as a key point, which is: the leading role of the Black Movement as a driving force and spearhead in the historical process of struggles for emancipation. This research seeks to understand, taking as a spatial focus the actions and dialogues of the black movements in the Southern Fluminense region, considering, above all, the experiences of the NEABI’s (Centers for Afro-Brazilian and Indigenous Studies) of local public education institutions, how the process of implementing affirmative action policies and critical racial literacy takes place in the aforementioned region. Thus, the general objective of this research is to identify, analyze and describe the actions and practices of NEABIs in three (03) public educational institutions, in three different cities in the Southern Fluminense region, considering the possible articulations between universities, basic schools, social movements and local communities. To achieve the objectives proposed in this work, I chose to carry out bibliographical/documentary research with a focus on qualitative research. As a research instrument, I will adopt the semi-structured interview as a data-generating resource for academic research (MIGUEL, 2009).
