SUMMARY:

In order to improve the median degree of education across the general public and minimize the incidences of absolute and functional illiteracy in Brazil, Youth and Adult Education (EJA) has placed together many proposals for legislation and the full realization of the Right to Education. It becomes apparent that the main goal of this study was to investigate how school principals in the municipalities of Angra dos Reis, Mangaratiba, and Paraty in the Costa Verde-RJ region perceive the implementation of public policies aimed at EJA for the purpose to contribute to a more comprehensive understanding of research focused on municipal public policies in the field of EJA. As a means to achieve this, specific objectives as follows were enumerated, with an emphasis on National Education Plan (PNE) (2014–2024) Goals 8 and 9: identifying the translations of Democratic Management and the methods of selection for the provision of school management in the political texts of these municipalities; observing the (mis)alignments among the PNE (2014–2024) and the Municipal Education Plans of the Costa Verde Region–RJ in the Municipalities of Angra dos Reis, Mangaratiba, and Paraty; and analyzing how school principals perceptions the implementation of public policy within the context of municipal schools that offer EJA. Even if this implementing agent's endeavors occasionally lead him closer to the policy's beneficiaries, the theme discussed in this doctoral thesis integrated analytical aspects that promoted the concept of this agent as a Mid-Level Bureaucrat. Connecting the Upper Echelon and the Street Level of the bureaucracy in the school unit he represents is a constant issue for this intermediary actor, who operates hierarchically. The data collected was analyzed using the methodological framework of Content Analysis, which was based on the narratives and school administrators supplied in semi-structured interviews using a qualitative approach (Bardin 1999). The results revealed these officials' characteristics and opinions toward PNE Goals 8 and 9 (2014–2024). The professional and academic background essential for carrying out the responsibilities of a school administrator does not exist in municipal political texts. Significant absenteeism from classes intended to offer training in the field of EJA could be confirmed. Within the following categories—Right to Education, Policy Challenges, Teaching and Learning, and Management Policies, the MLBs articulated elements they believed were critical to the policy's success. Lastly, the study showed that a structural weakness in the implementation of local policies, revealing significant challenges for the consolidation of democratic management and the valorization of EJA in these territories.
