SUMMARY:

The starting point of the investigation is the establishment of the National Student Assistance Policy (NSAP), through Law No. 14.914/2024. This legal provision, insofar as it gives organicity to government actions in the field of student assistance, also imposes considerable limits on the development and expansion of these actions. The objective of the investigation is to evaluate the impacts of the NSAP on the educational work of the Brazilian Federal Network of Professional, Scientific and Technological Education. The goal of this analytical effort is to unveil the multiple determinations of Law No. 14.914/2024 and to highlight how it corroborates the pragmatic, immediate and interested conception of human formation, consistent with the demands of psychophysical, ethical and moral conformation of the worker/citizen to the process of capital valorization. In the methodological aspect, it is assumed that, in a socio-historical context permeated by the dispute between distinct human development projects that express the antagonism between social classes, the analysis of the NSAP requires to be understood not as a neutral social phenomenon or immune to social conflicts, but as an expression or result of them. From this perspective, the experience of the Instituto Federal Goiano (IF Goiano), an institution of the Education Network investigated, is adopted as an empirical reference for the analysis. Guided by the category of particularity, articulated with the categories of totality and contradiction, the analysis of this experience was developed with the aim of understanding the essence of the phenomenon through the dialectical movement of contradictions between the particular and the totality in which this experience is inserted, from the perspective of the philosophy of material praxis, not with the purpose of explaining the reality of the Brazilian Federal Network of Professional, Scientific and Technological Education, but of explaining how this reality is concretely expressed in the experience of the IF Goiano. This is a basic research project with an explanatory approach, based on historical-dialectical materialism, whose data collection instruments consist of primary and secondary bibliographic sources, semi-structured interviews and questionnaires. The results of the investigation are expected to contribute to overcoming the common sense forged by the political pedagogy of capital around actions and formulations in the field of student assistance in public educational institutions, especially those of professional and technological education. In addition, the results are also expected to contribute to the evaluation and analysis of public policies in the area of student assistance, as well as to the development of studies and research in this area. In this regard, the results are expected to contribute to the development of the Research Line “Social Inequalities and Educational Policies” of the Postgraduate Program in Education, Contemporary Contexts and Popular Demands of the Federal Rural University of Rio de Janeiro and to the Research Grupo de Pesquisa Trabalho, Política e Sociedade (GTPS).
