THE IMPACT OF EDUCATION FINANCING ON INCLUSIVE SOCIAL PUBLIC POLICIES IN PROFESSIONAL AND TECHNOLOGICAL EDUCATION AT IF GOIANO

Public policies for social inclusion (gender diversity, ethnic-racial diversity, interculturality, special education, education for indigenous people, education for quilombolas, transportation assistance, permanence assistance, food assistance) have always been a major challenge for education and are characterized by being strategies aimed at universalizing civil, political and social rights. The Federal Constitution, the LDB and countless other official documents address equal education for all. There is great controversy when we talk about education financing, areas with the most or least assistance, application of the financial resources received, in addition to not having knowledge of the trajectory of these resources from their approval by the Federal Government until their transfer to educational institutions. Furthermore, we also do not know how they are being used to promote public policies for social inclusion, aiming to serve a public that is increasingly present. The research proposes to analyze how educational financing contributes to the formulation and implementation of inclusive social public policies, aiming at equity in access, permanence and quality of education for historically marginalized groups, at IF Goiano. Demonstrate the Brazilian education financing structure for federal educational institutions, based on resources received from FNDE/MEC, SETEC/MEC, FUNDEB and Political Amendments, as well as how these resources are decentralized for the practice of affirmative actions that aim to mitigate educational inequalities.
