SUMMARY:

This doctoral thesis aims to understand the interface between democratic management and inclusion in education through the speeches of managers of municipal schools in Duque de Caxias. Some specific objectives were outlined in the search for answers to the main question: The objectives of this research will be: To characterize the public policies of inclusion in education, their conception and implementation, in the municipality of analysis; To characterize the experiences within the scope of democratic management of the locus of study (Municipality of Duque de Caxias/RJ) and their relationship with the process of inclusion of traditionally excluded groups; To evaluate the conceptions of managers, participants of the research, about the inclusion of traditionally excluded students in municipal schools in Duque de Caxias. To analyze whether pedagogical practices follow the premise of normativity or of welcoming differences and the different ways that each human being has of organizing themselves in the world. The main study questions will be: What public policies exist in the municipality that promote democratic management? What is the history of this Management? What Public Policies exist in the municipality that promote Inclusion in Education? What is the history of Inclusion in Education in the municipality? What do managers think about Democratic Management? What do managers think about Inclusion in Education? What impacts are identified by managers in the process of educational inclusion of participants in projects promoted in schools knowing that the Municipality of DC/RJ, through the SME/DC, encourages schools to carry out actions that promote the Inclusion of all Students, promoting special projects and actions for the inclusion of students traditionally excluded for not being part of the groups that have perpetuated hegemonically in power; Do the projects and actions carried out have a real impact on changing the attitudes and mentality of the school community or do they only happen because of legislation and educational policies originating from federal, state and municipal governments? methodological conception of this study will be Critical Theory, which presents itself both as a theory and as a method. The methodological path will be carried out through documentary and bibliographical review and analysis, as well as interviews with managers of municipal schools in Duque de Caxias. The locus of the research will be the Municipality of Duque de Caxias in the Baixada Fluminense region of Rio de Janeiro. We will seek to learn and understand the historical-legislative-social-conceptual processes that mark the processes of Democratic Management and Inclusion in Education both in the Municipality studied and in Brazil in general, prioritizing studies that take place in the Municipality of Duque de Caxias and in Baixada Fluminense. During the research, we will seek to analyze the agreements, disagreements and dialogues and identify the tensions, contradictions, knowledge and practices of the reality experienced by managers and schools in their daily lives.
