RESUMO:

This research has as general objective to investigate the historical evolution of the implementation of the public policies of democratization of access, through the new flexibilization guidelines, to the positions in the federal public universities, and, especially, from the implementation of reserve of vacancies for blacks , according to the provisions of Law 12,990 / 2014. The Verification Commissions of Verification (CVV), established by Normative Guideline 03/2016, of the Ministry of Planning, Development and Management (MP), is intended to investigate the reasons that confer or not institutional legitimacy.
