Based on the studies of the Public Policy for the Expansion of Higher Education implemented in Brazil since 2003, this research seeks to analyze the access and promotion of social mobility of students from higher education institutions in Baixada Fluminense-RJ, between 2003 and 2017. To achieve its objective, investigate the profile of the face-to-face entry of the 25 Units / Campus located in the region under analysis. The theoretical-methodological articulation of this research is based on dialectical epistemology and bibliographic research, documentary research and research in the National Institute of Educational Studies and Research Anísio Teixeira (INEP) database were used, which provided the necessary subsidies for the adoption of an exploratory, interpretive and analytical posture of information institutions selected for the study, within the proposed period. We took 2003 as a historical-political reference to begin the study of the expansion period in order to select the necessary information in establishing relationships with the socio-economic data of National High School Exam (ENEM) candidates in three years (2009, 2013 and 2016) and the admission of these candidates in said institutions in subsequent years (2010, 2014 and 2017, respectively). It is a basic, qualitative, descriptive research (GIL, 2012) that uses Gamboa's (1998) all-parts method. The main categories of analysis - habitus, countryside, economic capital, cultural capital and social capital - are based on Pierre Bourdieu (2007).
