SUMMARY:

School libraries are cultural equipment within an educational institution and for many students it is the only formal space for access to culture, especially literature. Although in Brazil the right to education and culture are inalienable constitutional rights, a great contradiction is perceived: literary cultural knowledge, despite its extreme importance, is not at the center of curricular concern in the daily life of schools.
This research seeks to analyze the functioning of the School Libraries of the State Department of Education (SEEDUC) in the municipality of Nova Iguaçu in Rio de Janeiro, in the sense of their conceptions of citizenship that guide the educational practices of the Reading Agents. In a discursive perspective, it intends to examine the practices of the professionals responsible for the use of space and service to the school community: students, professionals and families.
With regard to educational practice in state institutions in Rio de Janeiro, old models of use of school libraries still predominate and the initial and continuing training of professionals designated for the role of encouraging reading - specifically in the municipality of Nova Iguaçu - do not rely on the approach multicultural or racial/color even if its audience is mostly black and brown students according to MEC and SEEDUC data.
The research is in progress and the methodological structure can be described as a dialectical approach and whose procedure selected as the most appropriate for achieving the proposed objectives is the case study. Initially, we carried out a brief history of school libraries in Brazil. Then we record the current situation of public policies related to school libraries in the state network in the municipality of Nova Iguaçu. In the third chapter we deal with the concepts of decoloniality, discourses and possible practices for effectively confronting the racist structure that is expressed in the school routine. Finally, brief notes are made on the methodological paths of the research.
