Juliano Moreira’s public performance and his relationship with “scientific racism” at the beginning of the 20th century

The research seeks to understand the thoughts of this black doctor and intellectual who made 

an effort to demystify the racialist views and inferiorization of black people, which were 

consolidated in Brazil at the beginning of the 20th century. The study will focus on the

 context of racialization in Brazil, the inconsistency of social thought and public opinions 

and policies that structured the National Republican State. The trail aims to identify how

 Juliano Moreira participated in the Brazilian League of Mental Hygiene and the Brazilian 

Society of Eugenics. How did it dialogue with social thought and be accepted in the 

scientific environment? He is recognized as one of the founders of psychiatry in the 

country, who worked to humanize the treatment of patients with mental disorders and 

to combat scientific racism, a discursive trend that attributed problems of degeneracy

 to ethnic and racial mixtures.

Juliano Moreira was a dissonant voice in relation to the predominant views among the

 intelligentsia, about the degeneration of the Brazilian people, due to miscegenation. 

He attributed the possibility of degeneration to the country's ills, to political and social

 issues, more specifically to public health and education, and not to supposed adverse 

racial characteristics. The documentary framework analyzed for its completion consists

 of books; theses; Juliano Moreira’s doctoral thesis; minutes of the First Eugenics 

Congress in Brazil; scientific articles; articles and newspaper notes written by Juliano 

Moreira.
