SUMMARY:

Youth and Adult Education (YAE) has presented different contours in terms of legislation and the full materialization of the right to education in guaranteeing the increase in the population's average education level and the reduction of absolute and functional illiteracy in our country. In order to contribute to a broader understanding in the field of research aimed at municipal public policies in the field of YAE, the central objective of this is to analyze the perceptions and discretionary actions of school managers in the implementation of public policies aimed at Youth and Adult Education, in the Costa Verde region, in the municipalities of Angra dos Reis, Mangaratiba and Paraty. To this end, I listed the following specific objectives, focusing on Goal 8 and Goal 9, of the current National Education Plan: observe the (mis)alignments present in the Municipal Education Plans of the Costa Verde Region, in the municipalities of Angra dos Reis , Mangaratiba and Paraty with the current National Education Plan; understand the perceptions of school managers regarding the translation and implementation of public policies, within the scope of municipal schools that offer YAE and identify discretionary actions of school managers as Street Level Bureaucrats/Middle Level Bureaucrats (Lipsky, 2019; Pires, 2009 ) that can result in expansions or reductions of social inequalities, according to the actions of these agents in establishing categorizations, judgments, values, ideologies in the delivery of policy. Regarding the methodological part, data collection began with a quantitative-qualitative survey, through a documentary study on Goal 8 and Goal 9 of the National Education Plan (2014-2024) and Municipal Plans of Education (2015-2025) of the investigated locus and also data from the Brazilian Institute of Geography and Statistics, regarding the EJA population, respectively on the increase in average education, in years of study, of the population aged 18 to 29 age and literacy rate, eradication of absolute illiteracy and reduction of the functional literacy rate. Subsequently, semi-structured interviews will be carried out with school managers composing this investigative process regarding the discretion of these implementing agents regarding the interpretation, reception, and redefinition of the policy aimed at Youth and Adult Education.
