This doctoral research addresses the affirmative action policy aimed at the admission of black people to stricto sensu postgraduate programs in Brazil, analyzing its main implications, challenges, and advances. The problem that this research seeks to answer is: Do public affirmative action policies for the admission of black people (black and brown), implemented in federal universities, in the context of postgraduate programs, effectively contemplate the subjects for whom they are intended? To this end, the research is based on the main theorists who discuss the ethnic-racial issue in Brazil, such as Ahyas Siss (2003), Carlos Hasenbalg (1982), Florestan Fernnades (2008), Munanga (2003), Santos (2018), Silvio Almeida (2020), in addition to other authors who discuss the issue. The research is structured in four chapters, in addition to the introduction and final considerations, contributing to an in-depth understanding of issues such as education and ethnic-racial relations, public policies and inequalities, racial democracy, and racism. The first chapter, entitled Education and Ethnic-Racial Relations in Brazil: Historical Considerations and Perspectives, discusses the historical context of racial inequalities in the country, highlighting through the reading of Amarildo Ferreira Jr. (2010), Carter (2022), Serafim Leite (2000), and others, how the educational system has been both a space for the reproduction of these inequalities and for possibilities for transformation. The trajectories of black students, the difficulties faced, and the educational policies that aim to promote greater inclusion and equity are analyzed. The second chapter, Public Policies and Ethnic-Racial Inequalities in Brazil: Some Considerations, analyzes government and institutional actions aimed at reducing racial disparities, with an emphasis on quota policies and affirmative action in graduate studies. The analysis highlights the progress achieved, as well as the obstacles still present, such as social resistance and limitations in the effective implementation of these policies. The third chapter, Overview of Heteroidentification Commissions in Brazil, analyzes the role of these commissions in ensuring the legitimacy of affirmative action. The procedures adopted, the challenges in identifying fraud, and the importance of a fair and transparent process to ensure the purpose of racial quota policies are discussed. Finally, the fourth chapter, Methodological Paths and the Empirical Field of the Research, still under construction, deals specifically with the methodological instruments used to produce this study, the choice of research subjects, as well as the definition of the Federal Rural University of Rio de Janeiro (UFRRJ) and the Federal University of Ouro Preto (UFOP) as the regional scope of the research. Throughout the thesis, it is evident that the affirmative action policy for black people in federal universities currently represents one of the main mechanisms for democratizing Brazilian higher education. However, it also recognizes the need for improvements in the implementation and monitoring processes to ensure that the objectives of racial equity are effectively achieved. Thus, the research contributes to the academic and political debate on the process of implementation and institutional management of public affirmative action policies in the country.
