The application of Law 13,935/2019 and the parameters for Social Work in Basic Education

This study analyzes the application of Law No. 13,935/2019, which provides for the inclusion of social workers and psychologists in public basic education networks, taking the municipality of Nova Iguaçu/RJ as a reference. The investigation is based on the understanding that education is a fundamental social right, historically marked by ideological, political, and economic disputes. Using a qualitative approach, supported by bibliographic and documentary research and critical analysis of public policies, we seek to identify how the presence of social work in the school environment contributes to addressing social inequalities and promoting inclusive, democratic education committed to human rights. The research highlights the advances represented by the legal achievement, but also the challenges of its implementation, marked by conservative and neoliberal resistance, budgetary constraints, and institutional fragility in recognizing interdisciplinary work. The study aims to highlight the importance of Social Work in the intersectoral articulation between public policies, in mediation with the school community, and in the construction of practices that strengthen citizenship and social emancipation, reaffirming the centrality of the ethical-political project of the profession in the field of education.
