RESUMO:

The public policy for professional education in Brazil has occupied a strategic place in the mediation of class conflict, precisely because it is a field of dispute between different conceptions of human formation and its relationship with the world of work. This importance attributed to professional education emerges from an organic capital crisis context that triggered a dramatic bourgeois offensive in order to rescue the regularity of the bases of capital accumulation. The materiality of this offensive is the restructuring of labor and production and the redefinition of the role of the state and its relationship with civil society, which constitutes a process of bourgeois recomposition. In order to guarantee the formation of new workers and their conformation in a reality marked by instability and precariousness, bourgeois recomposition materializes itself in the educational field through substantive reforms in Basic Education, Higher Education and Professional Education. In the scope of these reforms, higher technology courses were regulated and developed to expand training opportunities for short-term work, more focused on the immediate demands of the labor market. In this investigative proposal, we take as object of analysis the process of implementation and development of these higher technology courses. Since the regulation and promotion of this type of course is in the process of bourgeois recomposition in the face of the organic crisis of capital, we want to understand more precisely the role of these courses in the division of the educational work of the country and to what extent the productive restructuring and the reconfiguration of the role of the state determined its regulation and promotion. The purpose of this analysis is to explain in what aspect the regulation of higher technology courses makes training for complex work more flexible while educating workers to naturally face the instability of the labor market. This is a basic research, with qualitative approach and explanatory purpose, having as technical procedures bibliographic and documentary research, whose types of instruments are the analysis of bibliographic sources and documentation. We conclude that a college degree in technology is the limit of higher education for a significant fraction of the working class. In addition, it works as an instrument for educating the human of a new type to passively accept the reality of intensifying the precariousness of social life, especially in contexts of dependent capitalism, and also intends to educate him to actively participate in the reproduction of the capital system.
