SUMMARY:

The end of the Union of Soviet Socialist Republics (USSR) decisively impacted the final years of the 20th century, being interpreted by bourgeois intellectuals as the end of history and by Marxist intellectuals, sometimes, as the defeat of the workers' movement in the struggle against imperialism. The consequences of this experience associated with the transformations in the productive system brought about by the oil crisis that began in 1973 were intensely felt by the working class in dependent capitalism and taken advantage of by the bourgeoisie with the internationalization and internalization of imperialism in all areas social.That said, the Inter-American Development Bank (IDB) has played a fundamental role, especially in the capitalist expansion into the interior of states and municipalities or provinces of political-territorial units in Latin America, in different areas, expanding strategies of preventive disarticulation of the working class. In this work, we study the impacts of the strategies undertaken by the IDB on public Basic Education in Brazil, between 1988 and 2020, for the organization of the working class, based on the revolution as the only possible horizon for the emancipation of workers.It is important to understand imperialism as a phase of development of capitalism in its fundamental traits (LÊNIN, 2012) that determine, even in the 21st century, work, education and culture (GOUVÊA, 2016) in dependent capitalism (FERNANDES, 1981).In this way, the sources used as object of study are expanded, considering, in addition to the productions of the IDB, legislation and documents produced by the Collaboration Movement and by the business organization Todos pela Educação no Brasil that allow us to understand to what extent the strategies used by the IDB are guided by intervention processes grounded in a kind of preventive counter-revolution (FERNANDES, 2019).As an initial hypothesis to be confirmed by this research work, it was noticed that Public Basic Education in Brazil, in the aforementioned period, was crossed by the intervention of the IDB within the political-territorial units, in alliance with local business organizations, as a way of guaranteeing the expansion of capital in terms of value and territory, based on preventive processes of containment of the working class.
