SUMMARY:

The conditions and causes that define the positions occupied by Afro-descendants and characterize their place as citizens in Brazil have been gaining more and more ground in everyday discussions. These are themes that originate in the feelings that flow from the place of black people in society, experienced and known for the inequalities that continue to subordinate and restrict their access to opportunities, ascension in organizations and improvements in their quality of life. In this thesis, the racialized structural problem is pursued, which reverberates institutionally in organizations, whether in public authorities, where the Federal Institute of Education, Science and Technology Goiano (IF Goiano) is inserted, or in private companies that move the economy, politics and other factors that shape the social fabric. It is contextualized in the white hegemony in leadership and decision-making spaces, sustained by historically conditioned economic, political and social privileges. The aim of this study is therefore to find out about the professional position of black civil servants, in the processes that involve entry and development to decision-making positions and who are in management positions and other expressions of power at the IF Goiano. As specific objectives, this work seeks to verify the representativeness of black people in society and how this reverberates in the IF Goiano; to observe the criteria used for the professional recognition of black leaders; to identify the obstacles that prevent the professional growth of black civil servants; to ascertain the situation of the Nuclei of Afro-descendant and Indigenous Studies (NEABIS) in the IFGoiano; to unveil the affirmative action policies adopted for management positions in the institution. The following methodological procedures will be adopted, divided into five stages: the first is based on bibliographical research, which is configured as published secondary sources, where the concepts that circulate the theme in question are loaded; the second stage is contextualized by documentary analysis, which includes collections, archives, newspaper reports, magazines, minutes, official documents, historical information, music, decrees and regulations, as well as institutional reports, which make up what is the object of investigation; in the third stage of the research, it will be applied to the general universe of IF Goiano employees, which will be disseminated through the channels made available by the Institution; in the fourth stage, the managers of the key sectors of the research will be approached more specifically within the organizational scope of IF Goiano, which are directly linked initially to racial issues, in this case, the Nuclei of Afro-descendant and Indigenous Studies (NEABIS) on the campuses and the Legal Advisory Office of the Rectory. These departments are important for consulting, proposing, monitoring and solving problems. The other department to be investigated is directly related to people access and development, the Office of the Dean of People Management (PROGEP); the fifth stage will involve analyzing the results and interpreting the information collected in the universe of what has been found so far in the questionnaires answered, in order to answer the questions listed in both the specific objectives and the main objective proposed. The aim is to understand the journey of black civil servants, their expectations for the future, career prospects and personal aspirations, taking into account the context and events that make them perceive a pattern of behaviour within the organization. In this way, the information will be qualified and interpreted, placing it in a descriptive and analytical form in order to obtain knowledge about the degree of involvement of the institution with structural and institutional racism, thus allowing for a greater perception of the facts, which will allow the hypotheses determined in this project to be confirmed or contested.
