SUMMARY:

Law 13,005 / 2014, which approved the National Education Plan (PNE) for the 2014-2024 decade, determines that every municipality must prepare, rework or revise its Municipal Education Plan (PME), adapting its text to the PNE. This requirement culminated in a national movement towards the fulfillment of the legal provision, which should go through social mobilization, in order to guarantee the democratic participation provided for in Law. In view of this scenario, this research discusses the challenges and possibilities imposed by the PNE on the municipalities in the regarding the planning, organization, monitoring and evaluation of the SME. For this purpose, the municipality of Nova Iguaçu, located in Baixada Fluminense, was selected as the research field. The Nova Iguaçu Municipal Education Plan, Law 4,792 / 18, presents guidelines, goals and strategies for the municipality's educational policy. The research is based on the conception of public policy supported by Maria das Graças Rua. The methodology adopted consists of literature review, document analysis and semi-structured interviews with the participants of the PME 2015-2025 Technical Monitoring and Evaluation Team, nominated in 2019, possible participants nominated in previous teams, plus the memorial contributions of this researcher, participant of the said team between the years 2017 and 2019. There are official documents focused on the process of planning and organizing the monitoring and evaluation of the PNE / PME, prepared by the Ministry of Education (MEC), Municipal Secretariat of Education of Nova Iguaçu and others , as well as the researcher's personal notes on the evaluation and monitoring process. The knowledge of the challenges and possibilities to achieve the implementation of this policy in Nova Iguaçu / RJ can be added to studies aimed at reaching other municipalities, thus expanding knowledge about the implementation of the policy in the country
