RESUMO:

This project intends to evaluate the discourse of psychologists, social workers and counselors who work in Tutelary Councils in the municipalities of Baixada Fluminense, in order to evaluate if there is a characterization of family neglect associated with a conception of poor childhood. Based on the data that there is a difficulty of the professionals in the conceptualization of the family neglect and at the same time a high index of denunciations of this type of violence, the hypothesis that presents is that factors present in the discourses of these professionals are associated with factors of culpabilize the own financial, affective and cultural situation of the children, exempted from all political and external responsibility. For this, interviews will be conducted with open questions with these professionals located in Tutelares de Baixada Fluminense. The material extracted from the interviews will be tabulated and analyzed by thematic categories, using the Lawrence Bardin content analysis method. Given the public relevance of these professionals' work, the scientific framework should provide tools to assist them in decision-making, in the planning of programs, promotion of citizenship and services that can benefit the life of the child or adolescent in their family nucleus.
