Network Institutional Purchases: The Implementation of the Program of Food Acquisition in Public Higher Education Institutionsfamily agriculture, short circuits, segurança alimentar e nutricional, food and nutrition security
This project presents a study proposal on the process of implementation of the Food Purchase Program - Institutional Purchasing modality (PAA-CI) in Public Institutions of Higher Education (public IHE). The Federal Rural University of Rio de Janeiro (UFRRJ) has been purchasing food from family agriculture, through the PAA-CI, to supply the University Restaurant (U.R.), Seropédica campus, since 2016. The accumulation of experience obtained with the execution of the program over these years, brought the demand to share experiences with other public HEIs, which was accentuated by the announcement of outsourcing the University Restaurant, a process that is a reality for many public public IHE, and that could be evaluated as a point of attention for the implementation of the PAA-CI at the national level. Considering the significant importance of the PAA at the national level in strengthening family agriculture, promoting Food and Nutrition Security, and the Human Right to Adequate Food, this project aims to address the PAA-CI implementation processes in public public IHE, in order to bring technical contributions for the institutions to advance in the challenges and perspectives they encounter throughout the Program implementation process. As an expression of this objective, it is proposed to build three products: 1. Obtain an updated map of public HEIs in Brazil, identifying which ones execute the PAA-CI, bringing details of food administration and acquisition; 2. Create a network of professionals and other PAA-CI actors in public HEIs, consolidating a platform for communication, interaction, and record of experiences; 3. Prepare an instrument for the next PAA-CI Public Call at the Federal Rural University of Rio de Janeiro (UFRRJ), as a guide for the program execution procedure from outsourcing the University Restaurant of the Seropédica Campus. As a methodology, the techniques of documentary research, field survey, field study and active observation will be used for data collection. As a research instrument, the study relies on the product of the I Symposium of the PAA-CI in public IHE, an event whose organization was thought within the objectives of this work, as an initial impulse for the mapping of IES, for the creation of the Network of professionals and for the accumulation of experiences in the process of execution of the program in conditions of outsourced U.R. Besides the systematization of this event, the project also presents as research tools the application of closed questionnaires and interviews. As a result, it is expected that: The development of the diagnostic map will allow the publication of data that outline the current profile of the PAA-CI execution in public IHE in Brazil; the Network will have a concrete communication platform that ensures the flow, sharing and registration of information that will support the HEIs executing the program, as well as those who wish to execute it; the registration and analysis of the process of the next PAA-CI Public Call at UFRRJ will contribute to advancing the prospects of the Program execution in U.R. under outsourcing conditions.
