RESUMO:

This work is an integral part of a dissertation and is based on the understanding of the elements that made possible the appearance of Provisional Measure (MP) nº 746 of September 22, 2016, which became Law Project (PL) 13,415 of 2017, both promulgated with the rise of the Government Michel Temer and the Minister of Education Mendonça Filho, and that changed the Law of Guidelines and Bases (LDB) of 1996. It is emphasized that the MP was intended to reformulate the format and the pedagogical content of the school stage of the Secondary Education, was called Reforma do Ensino Médio. This research is qualitative, based on the transit between critical and post-critical curricular analyzes and the sources used were access to official federal government websites with Provisional Measure (MP) nº 746/2016, Law 13.415 / 2017 and official news on the Reform of Secondary Education; LDB 1996 and the change from Law 13,415 / 2017; academic articles; and articles published in newspapers and magazines (electronic media). The theoretical-methodological framework was based on curricular studies, Ball and Bowe (1992 and 1994) and Mainardes (2009) on the policy cycles. The contexts of influence, text production, context of practice, context of results and political strategy were used for the reflections of this work.
