SUMMARY:

Public Policies can be understood as the way the State acts in the face of public policy issues that require solutions. A quality environment is also one of society's demands. In this sense, the Public Policies of Environmental Education are created, which, more than the concern with preservation, seek sustainable socio-environmental development. The National Environmental Education Policy (PNEA) is considered a milestone for discussions on AE in the country, being taken as a basis for the formulation of state and municipal policies and these for the implementation of plans and programs. The Municipal Environmental Education Program (ProMEA) is an instrument that contributes to the strengthening of environmental education in the municipality, and should be elaborated from a participatory process, in order to realize a critical and reflective posture in the face of decisions about the environment. In the State of Rio de Janeiro there are about 20 municipalities with proposals for the implementation of ProMEAs, among them the city of Nova Iguaçu, located in baixada Fluminense. Thus, the general objective of the research is to analyze how environmental education as a public policy can promote the strengthening of a more democratic and sustainable education in the municipality of Nova Iguaçu. The specific objectives are: to identify the insertion of Environmental Education as a public policy; understand how Environmental Education is developed in the municipalities of Rio de Janeiro; and analyze the construction process of the Municipal Environmental Education Program (ProMEA) of Nova Iguaçu. The methodology will be based on bibliographic surveys, database research (city portals), documentary research (ProMEAs and related documents) and semi-structured interviews (with managers involved in the preparation of ProMEA-NI). It is expected that this work will strengthen discussions on social and environmental issues in the municipality, demonstrate how social participation can make a difference in decision-making processes, highlight the relevance of the articulation between government sectors for better coping and resolution of demands and bring greater visibility to the city.
