SUMMARY:

The World System Theory proposed by Immanuel Wallerstein is a turning point in the studies of international relations. His perspective from a systemic totality related to long duration ends up launching a new method for understanding social organization. Thus, by classifying countries into center, semi-periphery and periphery, a relationship of hierarchy and power is established in which such divisions are integrated into a world economy, and political decisions involve the entire network. In this context, the “Little PALOP” (Portuguese-Speaking African Countries) – composed of Cape Verde, São Tomé and Príncipe and Guinea-Bissau – are found on the periphery of the World System, and deal with forms of relationships that culminate in domination and subordination present in the system, in addition to contributing to the maintenance of underdevelopment in these countries. It is worth highlighting that these countries associated with Brazil have a historical connection derived from colonization. However, unlike Brazil, the “Little PALOP” had their independence process in the 1970s, a time of change in the configuration of the international system and the emergence of a multilateral scenario. Therefore, the present work intends to investigate, from the Brazilian perspective, how its foreign policy contributes to the insertion of the “Little PALOP” in the World System at the beginning of the 21st century. This interest derives from the political and economic situation that these small economies find themselves in, and how Brazil can help them to present proposals for their development, taking into account their particularities. To compose this analysis, a historical review is carried out regarding the independence process of the “Little PALOP”, covering their economic and social formation, and how it affects the current political system. It also includes the collection of data on foreign trade and foreign direct investment, made available by the Statistics Institutes of each country, in order to establish an investigation of trade dynamics, identifying its main partners and how they are inserted in the international division of labor. Then, the work is dedicated to looking at the elements of Brazilian foreign policy. Therefore, the work discusses how these countries have traversed Brazilian diplomacy, so an analysis of two constituent elements, trade and cooperation, can be performed in order to demonstrate the forms of approach that Brazil uses towards the “Little PALOP” in the context of beginning of the 21st century. Such analysis becomes pertinent when considering how inviting the Brazilian agenda is launched for these countries, sharing mutual values, and how much it is crossed by interests that cause fluctuations in their approach strategies. In this sense, it is observed that in the commercial sphere there is an effort to maintain traditional foreign policy characteristics of universalism and autonomy; while within the scope of cooperation, the main actions of this relationship are presented. Therefore, the work identifies that even though Brazilian foreign policy has managed to consolidate itself as an important strategy in Brazilian international projection, in a recent context, it has been weakened through a political proposal from a government, affecting the relationship established with the “Little PALOP”.
