GEOGRAPHIC IDEOLOGIES OF AGRIBUSINESS: AN ANALYSIS OF AGRIBUSINESS BILLS IN THE BOLSONARO GOVERNMENT (2019-2022)
Brazil the breadbasket of the world; Geographic ideology; Agribusiness; State; National Congress.
In recent years, Brazil has stood out on the international scene, assuming a relevant position in the world system. Among the central characteristics is the permanence of a country with a strong agro-export profile. However, a question arises: how can the country that has the vocation of being the “breadbasket of the world” have so many people going hungry? What does the promotion of this type of geographic ideology seek to legitimize? The central objective of this research are the political actors who work to ensure that the country produces record harvests while at the same time analyzing where it remains on the hunger map. The reason why the geographical ideology “Brazil is the breadbasket of the world” of the agrarian elite is quite successful is explained by the way in which the Brazilian economy has consolidated itself and the use that the elite makes of the State, occupying important decision-making positions. The dissertation is structured around exploratory research, seeking information about the diffusion of geographic ideologies linked to agribusiness, as well as identifying the tactics and strategies taken by these political groups, taking as an empirical focus the PL produced during the 2019- 2022 Bolsonaro government. The entire analysis was based on the dialectical historical materialist method, with the elements being to interpret the historical construction and contradictions inherent to power games in Brazilian politics and economics. The State's movement towards Agriculture has been understood by scholars as a reprimarization of the economy, thus turning its resources in favor of agribusiness. From the analysis of the Bills proposed by the most influential parliamentary group in the National Congress – the ruralist group – it is possible to clearly understand how these politicians operate to favor private
financial interests and demonstrate that they do not care about providing healthy food, neither with traditional communities nor with the preservation of the environment.
