Environmental protection and financialization of the environment: the case of the LEAF Coalition (Lowering Emissions by Accelerating Forest Finance Coalition)

The LEAF Coalition is a public-private partnership launched in 2021 at COP-26 in Glasgow, aiming to combat deforestation by financing the preservation of tropical forests. This dissertation seeks to understand the LEAF Coalition within the context of environmental geopolitics, considering the conferences and actions of the United Nations, as well as to analyze the initiative's operations and its potential contribution to the preservation of the Brazilian Amazon. To achieve this, the study includes a literature review on environmental geopolitics, an analysis of documents from the last three UN Climate Conferences, and an interview with the Executive Vice President of the LEAF Coalition in Brazil. The findings indicate that Brazil plays a prominent role in environmental discussions at international forums, driven not only by its territorial resources but also by its stances on these issues. Additionally, there is a trend toward financialization in the solutions proposed in these forums, including capital transfers. However, by adopting a shared governance model that values the autonomy of territories and local populations, the initiative can help channel financial flows from the Global North to fund public policies with tangible impacts on Amazon preservation and greenhouse gas emission reductions in Brazil.
