The rainfall characteristics and their unexpected variations cause impacts, especially in areas with environmental fragility. This research aims to define from which total rainfall rain will constitute as a threat or effectively endanger the population of the municipality of Angra dos Reis. The aim is to respond if the disasters that occurred in the last decade are the result of the greater frequency and intensity of extreme events and / or risk situations created by the social vulnerability of the population and its forms of occupation. This will help reduce the occurrence of disasters in the region, making it possible to minimize material damage and loss of life. Initially, synoptic charts were analyzed to observe the performance of the atmosphere in the days of the severe events with great prominence in the media 10/12/2002, 01/01/2010 and 04/01/2013, and that actually presented the highest precipitation records in 24 hours; modeling of daily precipitation data obtained from 4 conventional meteorological stations located in the municipality of Angra dos Reis through Statistical Software R and the mapping of rainfall distribution and intensity through ArcGis® 10.1 Software. The spatial distribution of precipitation is strongly influenced by the topography and the distance from the coast, making the precipitation maxima occur in the windward direction of the Serra do Mar. In the case of the three catastrophic events in the years 2002, 2010 and 2013, rainfall totals were higher in the months of December and January; were higher in the municipality of Angra dos Reis; were associated with the passage of frontal systems; were higher at each event; only the events of 2010 and 2013 have consolidated as an extreme event. The consequences of extreme events became more serious due to the poor / regular population living conditions in these localities. Thus, it is perceived that the problems faced in Angra dos Reis are a conjunction of natural and social processes caused by the proximity of the Serra do Mar slope with the Atlantic Ocean, causing eventual episodes to become catastrophic for a portion of the population, usually those that do not have financial conditions, end up occupying the slopes, those most affected by more intense natural phenomena.
