Neoliberalism and water as a commodity: the case of PROLAGOS (Região dos Lagos – RJ)

This paper aims to clarify the effects on the territory and population of the municipalities of Armacao dos Buzios, Arraial do Cabo, Cabo Frio, Iguaba Grande and São Pedro da Aldeia, located in the Lakes Region of Rio de Janeiro, where it has been operating since 1998, Prolagos, a private company that won the water privatization process in these cities. To consider the importance of maintaining the supply of sanitation services by the public authorities, confronting the neoliberal discourse with the reality of the localities that privatized their water, demonstrating through official data that profit-based management, which is the case of Prolagos hinders universal access to water, promoting a new kind of scarcity for those who cannot afford it.
