Disorderly occupation, lack of or lack of supervision, and lack of city planning are identified as one of the main causes of Natural Disasters. The inefficiency or omission in the actions by the public power is often the main agent that causes this vulnerability to disaster. The changes in the form of occupation and development of the cities generate a disorderly occupation that triggers urban areas in situations of risk to the mass movements. The municipality of Angra dos Reis, located on the southern coast of the State of Rio de Janeiro, is an example of this occupation in areas at risk of mass movements. These changes in use and occupation can be detected in several ways, in this work, we intend to evaluate the change in the use of soil occupation in the interval from 1985 to 2015. Through the technique of remote sensing, map these changes and geoprocessing, spatialize the targets on the surface. In this sense, the present work has as a proposal to demonstrate through satellite image processing techniques, to detect changes in land occupation, highlighting the areas of urban expansion in Angra dos Reis - RJ in the last 30 years, generating maps of change and crossing this data with CPRM data (areas already mapped as risk to mass movements). The validation of the results generated 150 random points in the ArcGis 10.1 Software and validated in Google Earth. With the results of change detection, Quality of Life Indices (IQV) and Basic Infrastructure were generated in the Vicon Saga platform and data from the mesh of census tracts IBGE 2010, it was verified that the sectors most affected with floods and mass movements, make up the sectors with lack of basic infrastructure. The global accuracy index reached from the 150 sample points and validation of the mapping was 0.86%. The results indicate that the areas of urban expansion are going against the mapped areas of risk to the movements of masses, floods and floods.
