SUMMARY:

The creation of protected areas is not enough to guarantee the maintenance of threatened ecosystems. To avoid external and even internal pressures, participatory and continuous management is required. This management should primarily reduce impacts on biodiversity, seeking to integrate the surrounding or resident community, when the management category permits. In this sense, in a management system, evaluations serve as a foundation for the achievement of objectives, in order to verify their coherence, analyze internal and external threats, readjust the action plans, reallocate resources and inputs, analyze the results achieved so far and have an overview in order to identify weaknesses. To mitigate threats, UC management effectiveness comes as a tool to evaluate the performance of these units and provide improvements in their management. The Protected Areas Management Effectiveness method (EMAP) adopts several indicators such as: administrative, legal policy, planning, management programs and threats. The RAPPAM (Rapid Assessment and Prioritization of Protected Areas Management) methodology allows a quick diagnosis of the management effectiveness of the areas. Currently, other methods have been developed and adapted to different realities. In any case, there is a need for effective management and verification of the performance of the PAs. In the Baixada Fluminense, located in the metropolitan region of Rio de Janeiro, several categories of PAs from different management spheres are present, with the municipal ones being the largest. Considering the current situation of BF as an industrial and peripheral region of Rio de Janeiro, attention to the effective implementation of these protected areas is essential not only for the conservation of biodiversity but also for the promotion of numerous environmental services, such as water production. and temperature mitigation. Thus, the proposed work aims to evaluate the effectiveness of management of municipal UCs located in Nova Iguaçu and Duque de Caxias, considered economic and population centers in the context of Baixada Fluminense. This research is expected to contribute to the preservation of what remains of the Mata Atlantica biome, in this geographical area.
