RESUMO:

In recent years the media has increasingly reported the occurrence of several tragedies associated with extreme weather events, mainly droughts, heavy rains, floods and landslides, which encourages the increase of questions and concerns about their effects. The intensity and frequency of disasters, climate change, population growth, urban occupation, vulnerability, among others, are subjects that have been on the agenda of the main international and national bodies. In Brazil, in the southeastern region, the most frequent natural disasters are related to floods and landslides, severe natural phenomena heavily influenced by the rains, which promote material and life losses. In the state of Rio de Janeiro, famous for its scenic beauty, the region of Costa Verde Fluminense, in the last decades, has gained notoriety for the tragedies that occurred as a consequence of episodes of intense rain, such as in 2002, 2009/2010 and 2013. Geography peculiar, characterized by the proximity between the Serra do Mar and the Atlantic Ocean, is confronted with the displacement of the frontal systems, which contributes to the high precipitation in this region. On the other hand, economic investments in road and port infrastructure coupled with the strengthening of the naval industry at different times of history led many migrants to the region, who settled in the few flat areas, sometimes occupying steep slopes, mainly in Angra dos Reis , one of the most densely populated municipalities on the Costa Verde. In view of this, this study aims to characterize the spatial and temporal distribution of precipitation between the years 2001 to 2016 - period with the occurrence of three major events in the media due to the intensity and damage caused in Angra dos Reis and its surroundings, analyzing its influence on the location of flood risk areas and landslides in the municipality. It is hoped to answer if the disasters that occurred in the last decade are fruit of the greater frequency and intensity of extreme events or risk situations created from the social vulnerability of the population and its forms of occupation, or an association of both. And so collaborate with the reduction of the occurrences of disasters in the region, allowing the minimization of material damages and loss of lives. Initially, synoptic charts were analyzed to observe the performance of the atmosphere - formation of zones of convergence of humidity, formation of convergence zones of the South Atlantic, cold fronts, among others - in the days of severe events with great emphasis in the media 10/12/2002 , 01/01/2010 and 04/01/2013, and that they actually presented the highest precipitation records in 24 hours; modeling of daily precipitation data obtained from 4 conventional meteorological stations located in the city of Angra dos Reis (Angra dos Reis, TRMM.951, Vila Mambucaba and Bracuhy) through Statistical Software R and the mapping of rainfall distribution and intensity through Software ARCgis.
