ANALYSIS OF THE PAC-FAVELA IN MANGUINHOS (RJ): FROM REMOVALS TO URBANIZATION

The favelas in Rio de Janeiro were and are in constant guidelines regarding urban planning of cities. Removals policies are part of the history of the city almost in its entirety, since this policy took place in different periods and processes of urbanization and modernization in the municipality of Rio de Janeiro. With this, some urban planning projects were tested to be implemented in the most precarious areas of the city, in order to make these places more accessible in the form of both housing and accessibility in basic sanitation infrastructure equipment. Since, in short, this resident population of the favelas is historically the one that most lives in conditions of social vulnerability and needs public policies that mitigate such social disparities. It is understood that one of the basic requirements for living in decent conditions is to have access to basic equipment for housing, sanitation, employment, education and health. In these spaces, such variables have always been missing from one or all of these resources. At present, the Manguinhos Complex, located in the northern part of the municipality of Rio de Janeiro, is to be analyzed. The central objective of the investigation revolves around analyzing the urban transformations of the area, after the implantation of the Growth Acceleration Program - PAC in 2007. It should be noted that this project of the federal government was the most daring project and that moved the entire internal organization from Manguinhos. In this direction, the effort proposed here is to understand the measures in which these works impact the internal dynamics of the favelas that together make up the Manguinhos Complex. If new removals occurred, what is the perception of residents about the works carried out, if the project thinking for Manguinhos has altered their lives in any way. These are some of the questions posed to residents in the field. As we are carrying out an investigation in its geographic essence, the use of concepts that help in the discussion on urbanization and removals is necessary for a better theoretical basis. Thus, the methodology used in order to assist in the construction of this analysis, we opted for the application of a semi-structured questionnaire and interviews with the residents in order to obtain answers resulting from the hypotheses raised at the beginning of the work (Triviños, 1987). In addition to the bibliographies on the theme used to compose the work, we chose to prepare thematic maps, with support from Geographic Information Systems (GIS) and cartographic bases from public agencies to spatialize and elaborate the evolution of the studied area, through maps . Therefore, it is understood that such research is relevant and contributes to the discussion on urban processes and public policies for slum areas.
