Master plans are instruments that propose a spatial analysis at the municipal scale and that generate the expectation of change in the lives of citizens, as well as their appropriation of their place. Based on the prerogative that every Brazilian municipality with more than 20 thousand inhabitants has to elaborate, discuss and apply a plan every ten years, the instrument seasonally comes into vogue in public debates. The spatial cut of the work is the municipality of Barra do Piraí, located in the Middle Paraíba Fluminense and the time period was from 1991 to 2016, period from the application of the first plan of this municipality to the approval of the last one, which, in turn, is in validity. The present work seeks to bring a reading about popular participation, how it occurs and what is its contribution to the final product – the bill. To arrive at this problem-situation, an analysis of the history of master plans in Brazil and the construction of the idea of a participatory product is carried out. By applying the concepts at the municipal level, the popular political debate scenario is understood from the reading of the socio-spatial fabric of Barra do Piraí and, therefore, it is understood how the historical profile of the citizen was drawn. In this direction, the effort proposed here is to understand to what extent master plans are in the imagination of urban planning, if there is an expectation in the instrument and whether or not it will be linked to popular participation, and if so, why this contribution can it vary in the participatory or just consultative sphere? We opted for the analysis and interpretation of official records of the Municipal Secretariat of Works as a methodology used in order to assist in the construction of this social reading. Among them, we used the minutes of technical meetings, minutes of assemblies and popular workshops, data previously cataloged for the construction of the work, the three master plans themselves, Barrense history, in addition to bibliographies referring to the theme. Therefore, it is understood that such research is relevant and contributes to the discussion of urban processes and popular contribution in the search for an understanding of what would be a participatory master plan. Barra do Piraí had three Master Plans, of which the current one is from 2016 until 2026. The search for community awareness regarding the importance of participation in the municipality's development process was something classified as a “great challenge”. Official data revealed that in the three public hearings of this decade, whose subjects were respectively launching of the review and training process, presentation of the city's reading and presentation of the strategic axes of the bill, the respective numbers for the citizens present were 64, 26 and 21, with a total participation of 111 people in this sphere. In addition to the small number, it is important to point out that the hearings are the most formal meetings, with a notorious ratifying character. Another issue is the decreasing sequence of the present community, showing a loss of attraction and popular participation. The Master Plan as a result of urban planning is something necessary, but it is worth discussing its practices and tangibles.
