The agricultural sector and the state of Rio de Janeiro: an analysis on the effects of selected public policies between 2006 and 2017

Investments in technological content, starting in the 1970s, played a fundamental role in the transformation of Brazilian agriculture and livestock, as a whole. Currently, the country, which previously imported food, has become an agricultural power, responsible for feeding approximately 1.5 billion people around the world. Meanwhile, Rio de Janeiro's agricultural sector has remained basically stagnant, and the state is today unable to supply its domestic market with basic products. This paper proposes to analyze the changes that occurred in the agricultural sector of the municipalities of the state of Rio de Janeiro between 2006 and 2017, and, simultaneously, to evaluate the role of public policies in the productive structure of the agricultural sector in the same period. Public policies refer to accessibility to the rural credit system, the provision of technical assistance and adhesion to cooperatives by rural producers. The empirical strategy will bring the production theory, as a theoretical support, associated with the differences-in-differences method. For this purpose, they will be collected from the last two Agricultural Censuses (2006 and 2017) of the Brazilian Institute of Geography and Statistics - IBGE, the Central Bank of Brazil and the Ministry of Agriculture, Livestock and Supply (MAPA).
