SUMMARY:

Public procurement has gained prominence in the debate on inclusive development
policies, particularly regarding gender equity and the reduction of structural inequalities.
In Brazil, however, the lack of gender-disaggregated data and the scarcity of applied studies hinder the formulation of public policies that promote the participation of women-
led businesses in government contracts. This research proposes an innovative methodological approach to analyze the presence of women in federal public procurement in Brazil, focusing on micro and small enterprises (MSEs) contracted between 2018 and 2023. The objective is to provide technical evidence to support the development of a national protocol for the inclusion of gender criteria in government acquisitions. The
methodology combines a bibliometric review of the international literature with
exploratory big data analysis, based on the integration of administrative data from the
Brazilian Federal Revenue Service and the Federal Transparency Portal. Statistical
analysis will be performed using binary logit and multinomial logit models. As a
contribution, the study offers an unprecedented diagnosis of gender distribution in public
contracts in Brazil and proposes evidence-based and equity-oriented procurement policy
guidelines.
