Basic and Higher Education in Rio de Janeiro: Regional Inequalities and Implications for Development.

This qualification project aims to investigate the role of education as a driver of regional
development in the state of Rio de Janeiro, integrating the analysis of both basic and higher
education. The research is organized into two complementary chapters. The first focuses on
analyzing the quality of basic education in the municipalities of Rio de Janeiro between 2011
and 2023, using the Basic Education Development Index (IDEB) as a reference, and applying
Exploratory Spatial Data Analysis (ESDA) techniques to identify regional patterns of
performance and inequality. The Moran’s I results revealed concentration patterns: in 2023, the
Baixada Fluminense formed a cluster of low performance, while the Northwest region showed
significant progress. The capital city stood out as a high-low cluster, with good results
contrasting with the decline of peripheral municipalities. These findings highlight the urgency
of targeted regional policies to reduce educational inequalities and promote development. The
second chapter examines the influence of the presence and quality of higher education
institutions, measured by indicators such as ENADE, on regional development, seeking to
identify potential spatial effects. Methodologically, the study integrates spatial and econometric
analyses, combining educational, socioeconomic, and institutional variables to provide a
comprehensive view of the educational geography of Rio de Janeiro. By bringing together the
perspectives of basic and higher education within a single analytical framework, the study seeks
to advance the academic debate on educational and regional inequalities and support the
formulation of public policies aimed at sustainable regional development.
