SUMMARY:

Spending on medicines has been increasing in developed countries over the past
decades. In developing countries such as Brazil, the growth trend in recent years has
been the same. Epidemiological changes, population aging, and technological
innovations are factors that drive the increase in these expenditures. In Brazil, the
Unified Health System (SUS) plays a key role in the procurement of medicines and
has funding groups aimed at specific types of medicines. The Specialized Component of Pharmaceutical Care (CEAF) is a SUS strategy that seeks to ensure access to high-cost, high-complexity medicines for the treatment of chronic-degenerative diseases. Inrecent years, within federal spending on medicines and health expenditures in general, CEAF medicine spending has grown considerably. Therefore, analyzing health indicators and relating them to CEAF medicine expenditures can provide important information on public policy outcomes and expected health results. Accordingly, this study aims to analyze the influence of CEAF medicine procurement on mortality, as well as on other outcomes such as hospital admissions and case fatality. To this end, an analysis will be conducted on hospital admission rates, mortality, and case fatality from 2008 to 2023 for diseases targeted by CEAF medicines. Mortality, population, and case fatality data will be extracted from the Mortality Information System (SIM/SUS), and hospital admission data will be obtained from the Hospital Policy and Management Observatory (OPGH) of the Oswaldo Cruz Foundation (Fiocruz). Government spending on CEAF medicines will also be analyzed through the Integrated Planning and Budget System (Siop) and the SUS Outpatient Information System (SIA/SUS).
