SUMMARY:

Political studies on the Legislative Power have become a subject of great relevance in the field of Political Theory. In the last twenty years, based on the pioneering work of (Ames 2001), the geography of voting has established itself as a point of intersection between Geography and Political Science, with conclusive hypotheses regarding the existence of associations between our electoral process and the legislative production. Situating in this context the period of electoral ascension of the extreme right in the State of Rio de Janeiro, the question arises of how much this rise is reflected in the parliamentary performance in ALERJ in correlation with the results of the elections and the territorial distribution of votes in the electoral zones of the State of Rio de Janeiro. In this sense, it would be possible to present indications regarding the existence of an electoral connection between the electoral system, the socio-territorial distribution of votes and the ideological motivation of parliamentary action.

The object of the dissertation consists of a combination of computational methods and Political Theory to investigate possible connections between the geography of voting and formal political action in the state parliament, particularly in the ideological profiles of speeches in parliamentary sessions. From the analysis of data from official bodies of the State of Rio de Janeiro and the Judiciary, quantitative information is extracted from the result of the electoral process to fill the seats of the Legislative Assembly of the State of Rio de Janeiro, particularly the territorial disposition of these votes. Based on the typology of (Ames 2003) and using the 𝐺 index calculated on official data from the Regional Electoral Court of Rio de Janeiro, elected parliamentarians are classified according to the four profiles described in the typology. At first, from the automated analysis of texts, the similarity of the ideological profiles of the speeches given according to specific themes is estimated. Then, based on TRE data, the territorial distribution of votes of candidates elected in the last three legislatures is mapped, analyzing it with the dominance and sharing indices based on the Ames typology. Finally, it examines to what extent the discourses, or part of them, are instrumentalized as one more element (as is already the case in the effort to amend the budget, in the production of laws, and in legislative decrees) that enable the legitimacy of the parliamentary mandate and political capital in order to maximize the chances of reelection.
